There have been times when I've had to repair Windows XP by booting from the CD-ROM and running the Repair option. Of course, doing this wipes out all patches and updates (unless the original CD-ROM already had certain updates slipstreamed in it). Thus, you must visit Windows Update to complete the repair. However, I am unable to install any updates; running Windows Update succeeds in downloading all of the updates, but during installation, all of them fail.
Run the following commands, and you should be able to immediately return to Windows Update to install the failed updates successfully.
